As far as it regards TLA ads there have been rumors (and proven facts some times) that people that used to sell links through TLA or buy links from TLA were penalized or simply they felt like they were losing rankings in the SERPs (but this part was never really confirmed, unless there was a permanent penalization).
I have an article called seo and backlinks power where I have actually explained how powerful and important backlinks with the proper anchor text are in SEO.
The number of keywords in anchor text it actually depends on which keywords you want to rank higher. For example, if you want to rank higher for keywords “Business Blog” you would use those keywords as anchor text when you request for a backlink.
